What constrains it

Panama’s binding constraint is freshwater held in Gatun Lake and Alhajuela Lake, not the canal’s ocean entrances. The Panama Canal Authority said on September 3, 2026, that reduced precipitation in the canal watershed required lower lock capacity and continued monitoring of lake levels, watershed inflows and weather. The lake level determines how deeply ships may sit in the water while crossing Gatun Lake and passing through the locks.
