Announced capacity is a statement about chips. Delivered capacity is a statement about substations. The interconnection queue decides when compute becomes usable
Data-centre builders can secure land, servers and cooling equipment while still waiting for permission to draw power from the network. The queue is narrow because each connection depends on shared substations, transmission upgrades and a utility study that must clear before construction can become energized capacity.
That delay stops the chain upstream: hardware sits idle, planned capacity cannot serve customers, and power-intensive workloads remain tied to sites with spare electricity. The constraint is difficult to bypass after demand arrives because a new connection requires utility engineering and physical grid work. The U.S. Department of Energy said on March 5, 2026 that transformer supply and utility standardization remain active grid concerns.
